Courthouses That Serve East Honolulu

East Honolulu does not have its own standalone courthouse. Cases from this area are handled at First Circuit facilities depending on the type of matter. Understanding that split is important before you reach out to any court office, because the wrong contact will not have your records.

For felony criminal cases and civil claims over $40,000, the venue is the First Circuit Court at Ka'ahumanu Hale, 777 Punchbowl Street, Honolulu, HI 96813. This building handles the most serious cases in the circuit. Probate matters and land court filings also go through this courthouse. In-person records service runs Monday through Friday, 8 a.m. to 1 p.m. Written requests require Form 1CP858 to be submitted with your inquiry.

District court matters for East Honolulu can route through two locations depending on the case. The main First Circuit District Court is at Kauikeaouli Hale, 1111 Alakea Street, Honolulu, HI 96813, phone 808-538-5149. However, because East Honolulu borders the Windward side, some matters may also be handled through the Kaneohe District Court at 45-939 Pookela Street, Kaneohe, HI 96744, phone 808-534-6300. That court serves Windward Oahu and can handle cases from the eastern portions of the island. If you're not sure which district court has your case, searching eCourt Kokua by name or case number will show you which court holds the record.

Family court matters go through the Ronald T.Y. Moon Judiciary Complex, 4675 Kapolei Parkway, Kapolei, HI 96707. Family court appointments are required, with service hours from 9 a.m. to 3 p.m., Monday through Friday. Walk-ins are not accepted at this location.

Note: If you are unsure which district court handles your East Honolulu case, use eCourt Kokua to search by name before calling a specific courthouse.

The Hawaii Judiciary's eCourt Kokua portal is the starting point for any public court docket search. It's free to use and covers all circuits statewide. You don't need to register or create an account. Search by the person's name, a case number, or a citation number, and the system returns matching records from the selected circuit.

For East Honolulu cases, select the First Circuit in the court filter. Results show the case type, filing date, and a chronological list of docket events, hearings, and orders. Some cases have documents attached that can be viewed and downloaded at no cost. Others show only the docket index without attachments. In those situations, getting actual documents means visiting the courthouse or submitting a written request.

The First Circuit District Court page and the First Circuit Court page both provide court-specific contact information that can be helpful if your eCourt search turns up a case but you need to verify details or confirm a hearing time before showing up in person. The Hawaii courts' records guidance is also posted at the how to access court records page.

Sealed cases will not appear in eCourt Kokua. Juvenile matters, certain family court proceedings, and cases involving expungements are not displayed publicly. If you believe a record exists but cannot find it online, contact the relevant court directly before assuming it doesn't exist.

Note: Sealed, expunged, and juvenile court records do not appear in eCourt Kokua search results regardless of the circuit selected.

Daily arrest logs are posted on the HPD site and rotate off after 14 days, so time-sensitive requests should go in quickly.

For criminal history records that go beyond a single incident, the Hawaii Criminal Justice Data Center (HCJDC) maintains a statewide database. You can search it at the eCrim portal or request a printed report at designated HCJDC public access sites. The printed report costs $25.

If you received a traffic citation in East Honolulu, the citation itself usually indicates which court it was filed with. That information is the fastest way to confirm which location to contact or appear at. For cases already filed, eCourt Kokua will show the assigned court on the case detail screen.

The district court at Kaneohe handles a range of Windward and East Honolulu matters. If your case was routed there, records are still searchable through the same statewide eCourt Kokua system. The court number on your filing documents will confirm the location.

Note: Traffic citations in East Honolulu may be assigned to either the Honolulu or Kaneohe district court depending on the officer's division.

Court Records Access Rules

Hawaii's Court Records Rules govern what is public and how to get it. Most adult criminal and civil records are public. Certain matters are sealed by statute or court order. Family court cases, juvenile matters, and mental health proceedings fall outside the standard public access framework.

In-person inspection of court files at the courthouse is free. You can sit and review a case file without paying anything. Copies run $1.00 per page. Certified copies add $2.00. If a document is available through eCourt Kokua online, downloading it costs nothing. The fee only applies when you need a physical copy or when you request documents that are not part of the public online portal.

For broader records questions involving state agency documents rather than court-specific filings, the Uniform Information Practices Act (UIPA) provides the legal framework. The UIPA is Hawaii's equivalent of a public records law and covers how state agencies must respond to information requests. Courts operate under the Court Records Rules primarily, but the UIPA applies to other government records you might need alongside court documents.

Mail requests are accepted at the courthouse. Send your completed Form 1CP858 with a check or money order for the estimated copy fee and a self-addressed stamped envelope for return mailing. Processing times can vary, so in-person pickup is faster when you know exactly which documents you need.
