First Circuit Court - Honolulu County

The First Circuit Court is the main trial court for felony criminal cases, major civil matters, probate, guardianship, and conservatorship in Honolulu County. Its primary courthouse is Ka'ahumanu Hale at 777 Punchbowl Street in downtown Honolulu. The Legal Documents Branch there handles records requests for Circuit Court and Family Court case files. You can request records in person or by mail. In-person service runs from 8 a.m. to 1 p.m. Monday through Friday, except state holidays. The court processes requests on a first-come, first-served basis.

Circuit Court case files hold the original filing, all motions submitted, court orders, and the final judgment. For felony cases, the file also contains arrest information, charging documents, bail status history, and sentencing records. Civil case files over $40,000 filed in Honolulu County are kept at Ka'ahumanu Hale. Probate records, including wills, estate inventories, and guardianship orders, are also maintained there.

Records request form 1CP858 is required for all in-person and mail requests. If you do not have a case number, the court charges a $5 name search fee. Do not send payment with your initial request. The court will mail or email an invoice with the applicable fees before processing your copies.

Honolulu County has several District Court locations across Oahu. Each handles misdemeanors, traffic violations, civil cases under $40,000, small claims under $5,000, landlord-tenant disputes, and temporary restraining orders for its geographic area. The main District Court in downtown Honolulu is Kauikeaouli Hale at 1111 Alakea Street. The Legal Documents Branch 2 there can be reached at 808-538-5149 or by email at LDB2.1DC@courts.hawaii.gov. Traffic Violations Bureau: 808-538-5500. Service hours run 8 a.m. to 1 p.m. Monday through Friday.

The First Circuit District Court system operates at multiple Oahu locations. The Ewa-Pearl City District Court at 870 4th Street in Pearl City, phone 808-534-6900, serves Ewa Beach, Pearl City, and surrounding areas. The Kaneohe District Court at 45-939 Pookela Street in Kaneohe, phone 808-534-6300, covers Windward Oahu including Kailua, Waimanalo, Kahuku, and Laie. Wahiawa District Court at 1034 Kilani Avenue, phone 808-534-6200, covers Central Oahu including Mililani, Waipio, Waialua, and the Schofield Barracks area. For Leeward Oahu, the Waianae District Court operates from the Kapolei Judiciary Complex at 4675 Kapolei Parkway, phone 808-954-8575.

The First Circuit District Courts handle the largest volume of court docket cases in Hawaii, covering traffic, misdemeanor, civil, and small claims matters across Oahu's multiple courthouse locations.

First Circuit Family Court - Kapolei

First Circuit Family Court for Honolulu County is located at the Ronald T.Y. Moon Judiciary Complex, 4675 Kapolei Parkway, Kapolei, HI 96707. Phone: 808-954-8310. Email: fccivil.1cc@courts.hawaii.gov. Unlike other court branches, Family Court at Kapolei operates by appointment only. Appointments run from 9 a.m. to 3 p.m. Monday through Friday. Walk-ins are not accepted. Family Court handles divorce, child custody, child support, adoption, juvenile delinquency, domestic abuse, paternity, and guardianship of minors in Honolulu County.

Family Court dockets for Honolulu County are searchable through eCourt Kokua, except for cases involving minors, which are confidential. Adult family court records are generally available to the public, though personal information may be redacted. Records request form 1CP858 is needed for in-person or mail requests. Honolulu Police Department Records

The Honolulu Police Department Records Division handles police report requests for Honolulu County. The office is at 801 South Beretania Street, Honolulu, HI 96813. Phone: (808) 723-3258. Hours: Monday through Friday 7:45 a.m. to 4:00 p.m. Requests can be made by email at recordsrequest@honolulupd.org, by mail, or in person. A government-issued ID showing involvement in the case is required. Police report fees are $0.50 for the first page and $0.25 for each additional page. Colored copies cost $0.65 per page. Cash, check, or cashier's check payable to City and County of Honolulu are accepted. No credit or debit cards.

HPD also maintains daily arrest logs on its website. The logs are updated each day and include the date and time of arrest, name, age, sex, race, arresting officer, offense, and report number. Logs are removed from the website after 14 days. The HPD Warrants Unit operates within the Records and Identification Division and handles warrant information for cases originating in the First Circuit.

The HPD online citizen police report system accepts requests for certain report types electronically.

HPD Records Division provides police reports for Honolulu County cases and serves as one of the HCJDC Public Access Sites for adult criminal conviction checks at $25 per printout.

The HPD Warrants Unit manages warrant information for the First Circuit, including grand jury, traffic, misdemeanor, and felony warrants issued by Oahu courts.

HPD processes warrant confirmations through the Communications Division. All public requests for warrant information are directed to the Records and Identification Division at (808) 723-3258.

Accessing Honolulu County Court Records

Most Honolulu County court records are open to the public under the Hawaii Court Records Rules. Rule 3 establishes a general policy favoring public access. You do not have to be a party to the case to request records. The court cannot require you to give a reason for your request on most public records. Personal information such as social security numbers and bank account numbers is redacted from public documents under Rule 9. Sealed records and confidential juvenile cases are not available without a court order.

For court records not in the electronic system, including older cases that predate JIMS, contact the Legal Documents Branch at Ka'ahumanu Hale. Some archived records may be on microfilm or in off-site storage, which can add time and fees to the request. Mail requests may take 15 to 20 business days. Prepayment is required before copies are produced. Payment by mail must be by money order, cashier's check, or certified check. Cash is not accepted for mail requests.

Note: Hawaii Revised Statutes Chapter 92F, the Uniform Information Practices Act, governs access to police reports and other non-court agency records through the Office of Information Practices.
